    • Develop, implement, and manage the compliance ‘first line of defense’ for CRE.
    • Review laws, regulations, proposed changes, enforcement actions, and changing examiner interpretations in order to anticipate and identify future compliance needs, opportunities, and potential solutions impacting CRE’s functions. Engage appropriate stakeholders and participate on project teams through the change implementation process.
    • Coordinate and respond to internal testing and external regulatory exam requests that impact CRE.
    • Assume primary oversight responsibility with respect to CRE compliance with BSA/AML regulatory requirements.

    o   Implement BSA/AML Policy, including development of procedures specific to the business in accordance with the requirements in the Policy.

    o   Act as primary liaison within CRE relative to the enterprise, regional, and legal entity AML Officers.

    o   Provide comprehensive responses in the annual inherent risk assessment and self-assessment questionnaire within prescribed timelines.

    o   Design, develop, document, and maintain BSA/AML internal controls relative to client onboarding, ongoing client risk management, and transaction monitoring.

    o   Perform quality assurance reviews and first line of defense testing to ensure customer onboarding packages are complete, risk and mitigating factors are identified, and any high-risk clients are escalated to the appropriate risk function for approval.


    • Monitor compliance issue remediation for CRE.
    • Monitor and manage line of business compliance risk indicators to help proactively identify emerging risks and trends, and ensure the control framework remains appropriate based on evolving risk.
    • Contribute to the periodic compliance risk assessment program to include an inventory of risks and controls for all CRE activities.
    • Investigate, respond, and remediate customer complaints focused on CRE functions in accordance with internal policy and procedures.
    • Use advanced leadership and collaborative skills in interacting with compliance stakeholders and regulatory agencies, and foster cooperation across CRE’s teams and other organizational units such as Compliance and other lines of business.
    • Provide compliance input on action plans, projects, and operational activities from CRE teams.
    • Advise CRE’s senior management on compliance issues, and develop, design, negotiate and deliver compliance strategies and solutions to CRE’s senior leadership.
    • Identify outstanding compliance issues and ensure proper implementation of regulatory and operational requirements.
    • Apply expert knowledge of the Bank’s products and processes and serve as the primary resource for CRE team members on unique scenarios and compliance questions. Serve as the technical expert, providing direction to others on complex issues.
    • Identify, develop, and deliver specialized compliance training to meet CRE’s departmental needs. Coordinate with enterprise compliance training initiatives and monitor completion of assigned training.
    • Develop and monitor key operational risk indicators for the CRE, including escalation and oversight activities.
    • Maintain industry-specific knowledge on relevant regulatory and risk topics, providing counsel to CRE management.
    • Keep LOB up to speed with new regulatory requirements and provide periodic risk and compliance training or updates to the CRE employees.
    • Ensure completion of Regulatory training by all CRE employees in a timely manner.
    • Participate in meetings/special projects related to regulatory and risk space.
    • Assist with the RAF and EDD process by addressing questions related to complex ownership structures, complex client types (e.g.; private equity funds), and periodic activity review for the CRE high risk clients
    • Perform review of pre-account opening due diligence for EB-5 accounts, including completing a memo to file describing the results of the review

    • Perform periodic activity review for EB-5 accounts, including memo to Compliance describing the results of the review

    • Complete the key party due diligence checklist to be prepared in connection with onboarding new EB-5 clients

    • Maintain knowledge on regulatory updates pertaining to the EB-5 space



    • 10+ years of broad compliance or risk management experience. Testing and monitoring for regulatory requirements is preferred.
    • Bachelor’s Degree or equivalent.
    • Law Degree or CRCM.
    • Advanced knowledge of industry regulations applicable to CRE’s products and services.
    • Expertise in the EB-5 field preferred.
    • Strong project management skills with ability to manage and communicate multiple projects.
    • Strong organizational and time management skills and ability to work in fast pace environment.
    • Excellent interpersonal, oral and written communication skills.
    • Proficient in all IT applications (Word, Excel, Access, PowerPoint, and Adobe).
